Case Study - L-3

L-3 a worldwide provider of systems integrations in aircraft was overwhelmed with high labor costs and a deep inefficiency in the management of reproduction services. A surfeit of unscheduled priority projects needed project management in order to make deadlines. IST came to the rescue with the logistics of a highly skilled labor force, alternative reproduction methods and a project management team that enabled them to meet deadlines for both high priority and standard projects.

Introduction


L-3 Integrated Systems Group (L-3 ISG) is recognized internationally as a systems integration organization specializing in the modernization and maintenance of aircraft of all sizes, and the study, design, development, and integration of special-mission systems for military and commercial applications.


Headquartered in Rockwall, Texas, L-3 ISG has more than 23,000 employees worldwide. Its facilities hold world-class designations, including Software Engineering Institute Capability Maturity Model-Integrated (CMMI) Level 3, CMM Level 5, ISO 9001 and the aerospace AS:9100 certifications. It holds Federal Aviation Administration Class 4 Unlimited Repair Station and Designated Alteration Station status at multiple facilities, as well as Part 135 Air Carrier license.

The Solution


At the start IST placed six people to provide services to thousands of L-3 end users at their headquarters in Greenville, TX. Additionally, L-3’s current labor costs were high when compared to industry standards so IST brought in a team of motivated individuals with the ability to do more in less time. In doing so, IST was not only able to immediately increase daily productivity, but we also lowered L-3’s labor costs by a considerable amount. 


  • L-3 also expressed an interest in digitizing some of its off-set print work, but needed advice about how to choose the best machine to suit their individual needs. IST offered not just our extensive equipment expertise, but we also evaluated Government requirements and made recommendations accordingly. IST slightly downsized the fleet of 150 machines and cut costs by better using our national purchasing power. L-3 chose a machine that was both productive and cost-effective while lowering costs via a ‘Green’ alternative solution that met the Government requirements.
  • L-3 expressed a need for better project management as they had a backlog of daily engineering work due to an increasing amount of ‘Hot Projects.’ IST offered additional equipment and more efficiently managed workloads for daily oversize output by adjusting the labor force in order to accomplish the required work, versus pushing daily work aside to complete ‘Hot Projects’. These efforts have resulted in a consistent 24 hour turn-time for all projects, effectively hitting all deadlines. IST’s technology combined with extensive management experience provides an annual cost savings of roughly $180,000 to L-3.
